If you over salt, putting a raw peeled potato in the soup will draw some of the salt out.

To make a good soup base for udon, somen, or soba noodles....and MUCH easier....you can order Kikkoman Memmi on Amazon if not in your stores. You simply mix one part memmi to nine parts water, and the soup base is done! Very authentic taste! I've spent 15 years of my life back and forth in Japan from the time I was a little kid, and can attest to the authenticity of the memmi as a base.. If I have a chance, I'll send you a bottle.
