Bill graduated from Wayne High School in Lockland, Ohio and soon afterward joined the U.S. Navy where he became a member of Underwater Demolition Team 21, (UDT). In 1962, under the direction of President John F. Kennedy, Bill was one of the first 40 candidates selected from UDT to form the nucleus of SEAL Teams as a plank owner. In addition, he was the first African American U.S. Navy SEAL. His experiences as a Navy SEAL included completing 43 schools with the US Army, Marines, Air Force, Coast Guard, and Classified Civilian Schools. Bill accumulated 640 Free Falls, and 194 Static Line Jumps from Jets to include various aircraft including balloons.

During his distinguished career, Bill received numerous Navy decorations, including the Bronze Star with combat “V” and two Navy Commendation Medals with combat “V”, Navy Expeditionary, three Presidential Citations, and a National Defense Medal. He was the Team Leader of the US Navy Parachute Demonstration Team, “The Chuting Stars” for five years. Bill retired as a Master Chief with 32 years of service. Although he was retired Bill returned to SEAL Teams as a volunteer to assist in recruitment. He was a Lifetime member of the UDT-SEAL Association, The UDT/SEAL Museum, The Disabled American Veterans, N.A.A.C.P, The Fleet Reserve Association, and The Armed Forces Top Enlisted Association. In 2016, for recognition of his service to his country William Harvey Goines aka “Don Harvey” was inducted into the Smithsonian National Museum of African American History and Culture as the First African American Navy SEAL. The keynote speaker was President Barack Obama.

Bill was a dedicated member of Bank Street Memorial Baptist Church for over fifty years. He served as a Trustee, as well as on the Finance, Man of the Year, Food Pantry committees as well as the Standing Committee on Social Justice. Bill was a member of the WHATS Social and CIVIC Club and the Hampton Roads Committee of 200 Plus Men Inc. Following his passion for golf he was the chair of several golf tournaments.
