People lie, cheat, steal, etc. They also do this at scale (ie governments, corporations, agencies) and often make efforts to conceal, obfuscate, or distract from illicit acts that could lead to them losing power, money, etc (as individuals and institutions).
The term Conspiracy Theorist as far as I know came into the lexicon post JFK.
I'll agree that some people spin these things as far out as they can for attention or due to delusion or any other number of reasons. The issue is how many of these things that were blasted as conspiracy theories are proven to be more or less accurate at the root.
Hell, we are literally living through this with COVID and you see the same pattern.
Someone in gov does some questionable shit. It becomes an issue in some manner that makes it public.
They realize that investigation will lead to a whole bigassfuckingbucket of worms being tipped over. As a preemptive defensive move they call basically anything that may point to their fuckup a conspiracy theory.
People see that they're being lied to and sometimes that spins out of control and they have a hard time believing anything.
