Marsh, I don't know how to reply directly to your question regarding the refineries shutting down here in Houston, however, I've heard of some shutdowns but it's hard for to say which ones are closing.

While watching the horror going on from Harvey, I can't help thinking about how many people are going to get ripped off by the friendly out of town contractors that will swoop down to "help" these poor souls. I encountered lots of these fly by night guys after a tornado went threw my area one time. Shody workmanship, outright theivery and no way to get their money back or the work corrected. A lady in my neighborhood paid a guy 9K for a 4K job and after he dropped off 2 bundles of shingles she never saw him again. Being elderly she never gave it a second thought why he wanted the money up front. It makes me sick knowing these vultures are already making plans for Texas.
