Not only were there older E4s around in the mid to late 70s (some of them made E4 more than once) but it was pretty common for guys who decided "one enlistment's great, not staying in" to not even bother studying for and taking the E5 exam "I'm fine".
We even had 2 guys get out as E3s after a 4 year enlistment.
