He probably signed up for a 6 year enlistment for something like ET or FT, he made it through BE/E but not the final A School.
That's long schooling and boot camp is a couple to a few months (depending on when one was in).
He probably got booted out just as his A-School class was about to graduate.

The "Gunner's Mate" and Basic Electricity story sounds wrong.

I am not aware that Basic Electricity & Electronics (BE/E) was ever "self-paced".
Any sailor can get the book & study it but that's not the same thing.

I was in Aviation Electronics but I think the history of that for the Black Shoe Navy was that Gunner's Mates used to both operate and maintain the gunnery, as things got more and more complicated gunnery had electronic fire control and ranging instead of only mechanical & optical stuff.

Another rating was needed, Fire Control Technicians were the electronics guys.
Brockbrader was an FC, just like Gunner's Mates FCs may both fire & maintain the equipment they work on. 

Guys can get any number of C Schools and even another A School but it doesn't make any sense to waste valuable enlistment time sending Gunner's Mates to BE/E early on in their naval enlistments.

Once you said your name , he knew right away his SEAL days were over ..🤣🤣
