One exception - the Sabbath PENNANT may appear above during chapel services presided over by chaplains at sea or aboard a naval base. That I've seen and understand.

I am a veteran and a pastor and agree with most of the posters here. Wouldn't fly any flag above the U.S. flag. I understand what they're trying to say when they do that but I think it's pretty rude.
