I think the answer to your question is probably that someone is responsible for monitoring the water temp and amount of time the guys are left in the water.. they keep starting and stopping them. I remember this from a Seal documentary on discovery a long time ago.. but of course I could be wrong.

Serious question for you SENIOR CHIEF. Cold weather always has kicked my ass. I come from the south where its hot. Winters are usually mild. I froze my ass off in Germany at Hohenfehls for FTX in the winter and gunnerys at Graff. How in the hell did you SEALs in BUD/S and in the teams deal with hypothermia being inmersed in that cold water? I ask because being mentally tough is one thing with a no quit mindset but the body doesnt care when its a physical component and the core temp drops. This is something Ive always heard SEAL guys speak of about that cold water and wondered how the heck you dealt with hypothermia.
