This sack of shit had to have been a fuckup in the Navy. The ET rating is in high demand, you generally at advanced as quickly as yo meet the time in rate requirements. There are virtually no PNA ETs until ET1 or the CPO board. I don’t know if it’s still true, but many ETs were “push button petty officers” that is complete boot camp you are an E3 instantly, complete your first phase of A school, you are immediately advanced to ET3 (E4) when I served, that was 12 weeks of boot camp, then 10 weeks of ETA phase 1. So boys and girls, the ET3 rating he carried was routinely awarded to normal ETs in just over 6 months. He was definitely a shithead. Either reduced in rate several times, or a total rock that could not pass the test for ET2, or had horrible evaluations.
